In a move that could have ramifications for local businesses and motor fuel suppliers, Jimmy Palmer, regional administrator for the U.S. Environmental Protection Agency, is expected to sign a notice to downgrade metro Atlanta's 13-county region from a "serious" to "severe" violator of the Clean Air Act.

They want the region to shift funds away from road building and invest more heavily in public transportation options such as MARTA and suburban bus systems, as well as sidewalks and bike lanes.

Infant Clothes David Farren, a senior attorney with the Southeastern Environmental Law Center, which litigated the federal case, said Georgia and metro Atlanta leaders will have one year to come up with a new plan to improve air quality, and he hopes they'll use it to rethink transportation here.
